Most state counselling processes and deemed universities allow a percentage of seats to be reserved as management quota. These are essentially payment seats and the cost of admission as well as the fee is higher than regular seats. States like Andhra, and Telangana offer admission to B.Tech courses to as many as 35% of the seats in the private engineering colleges in the state. In other states, it may be up to 15%. Some states offer a separate B.Tech counselling for the management quota while many club it with the regular one.

In UP, 15% of the seats in private institutions come under the Management/ NRI quota at the institute level. The Government of Punjab has approved 33-1/3 percent (one third) of total seats as management quota in all the Private Unaided Colleges / Institutions. DTE Madhya Pradesh allows for 10% of seats as management quota seats and the admission process for these seats starts after completion of the state common counselling. B.Tech admissions in West Bengal are through WBJEE. Around 10% of the seats in private and unaided institutes in the state are offered under institutional quota. Admissions are based on JEE Main or WBJEE scores. However, if you have a strong score in Paper 2 (B.Arch), it won't directly impact your B.Tech admission. COEP primarily considers JEE Main Paper 1 scores for B.Tech admission

First, take a deep breath and think what you really want to pursue in future. If you don't want to pursue MBBS, then there's no point of attempting NEET.
Attempting any Entrance exam gives you an opportunity to start your Career in that particular field. Hence, if you go for JEE or even NEET, you'll have to put in effort and then will have to do Engineering.
Being average in Mathematics is not something to worry about, just practice more and you'll become a pro in it. First, decide which Career option you want to go for, then attempt any of these Entrance Exams.
NEET and JEE are equally tough from different perspectives. Hence, attempting any of these will require consistency, hard work and practice. So be sure before attempting them.
