Candidates must have passed B.E/B.Tech with a minimum of 65% marks in aggregate or equivalent CGPA.
Final year students are also eligible to apply provided they submit proof of their eligibility at the time of interview.
Candidates must meet the requisite health criteria which are laid down by NSPCL. Candidates must be of sound health and they will have to undergo a medical examination which will be conducted by the medical board of NSPCL. The decision of the board will be final.

Before filling the application form of NSPCL recruitment through GATE, candidates are advised to be ready with following listed details documents. The details and list of documents are listed below:
Caste/Tribe Certificate (for SC/ST/OBC candidates as applicable)

Steps to fill the application form of NSPCL recruitment through GATE 2019
Registration: Candidates must register first by clicking on “Fresh Candidates” where they have to provide their name (as per matriculation certificate), Date of Birth, Post Applying for, Discipline, Email-ID, Password (min 4 characters). After the successful registeration, an acknowledgment mail will be sent to the registered Email-ID of the candidates.
Fill Application form: Registered candidates will have to log in and apply online for NSPCL recruitment through GATE 2019. Candidates must enter their personal, academic and GATE details as specified.
Uploading of Photograph and Signature: Candidates must get their required documents scanned and upload the same in prescribed format.
Make Payment: After the successfully filling the application form, candidates will be redirected to payment gateway for payment of application fees amounting Rs. 150 to be paid in an online mode through Internet Banking/Debit/Credit Card through SBI collect. Candidates belonging to SC/ST/PWD/XSM category are exempted from payment of registration fee. A Payment Slip will be generated after the payment is successfully made. Take a printout of the same for future reference.
Submit Application: Candidates must log in to application portal and submit the details of the SBI Collect Reference Number (10-digit alphanumeric reference number starting with DU printed on e-receipt) to complete the application process.
Print Application /Acknowledgement: After submitting the application form, a registration slip will be generated containing the Unique NSPCL Registration No. Candidates must take a printout of the Registration Slip.
Important: Candidates must ensure that the GATE-2019 registration number (mentioned on the GATE 2019 admit card) is filled up correctly. Other details should match the details in GATE 2019 Admit card.
Selection Procedure for the NSPCL Recruitment through GATE 2019
On the basis of GATE 2019 scores, candidates will be shortlisted for the personal interview process. Candidates having secured minimum qualifying marks in the personal interview will only be considered in the final merit list for selection.
Downloading of Interview Call letter for the NSPCL Recruitment 2019
The Interview Call Letter of provisionally eligible candidates for the Interview will be available for download from the website after shortlisting of the candidates on the basis of their GATE 2019 marks

Details of final merit list
GATE 2019 Marks
Training/ Probation: Candidates will be required to undergo training for a period of 1 year after which they will be considered for absorption. On successful completion of training, candidates will be absorbed as Engineer in E1 grade.
Pay Scale: Candidates will be paid a salary of Rs. 20600-3%-46500 at the basic pay of Rs. 20600/-during one-year training. After absorption, candidates will be placed in the E1 grade with pay scale of Rs. 20600-3%-46500 after one increment over the basic pay of Rs 20600/-. Besides basic pay, candidates will also be paid Dearness Allowance, other perquisites & allowances, terminal benefits, etc. as per company rules in force.

For your marks your possible gate score will be in range 600-620. For this grade you have low chances for getting any of IITs. Some possible options are-
IIIT Jabalpur, NIT bhopal, NIT jamshedpur, NIT calicut, DTU Delhi and NIT silchar and may some other in average NITs.

see you did not mention which branch you have applied in gate, however cutoff in psus is depends on the number of vacancy , seat matrix, cutoff in gate score etc.
however admission in mtech in nits also depends on seat matrix, number of participants, questions difficulty level etc. however this year cutoff for cse, ee, ece is expected to increase from previous years.

GATE 2020 cut off is not released yet. But by going last year's cut off , yes you can
qualify as the cut off for general category of Life sciences is 36.7 .
