The JEE syllabus mainly covers Physics, Chemistry, and Math from NCERT Class 11 and 12.
You should follow NCERT first because it builds the strongest foundation for all three subjects.

You should select Jharkhand for the JEE Mains application form because you will be reappearing in the exam as a private candidate in Jharkhand. The state you will be appearing in and your passing year are what you should fill in your JEE Mains application form, but not your 12th class state.

It's a very good choice to aim for IIT, for getting admission in IIT you must take pure mathematics as it teach you more concept than applied which help to get more score in JEE Mains and Advanced.
