No, you cannot change your category from General to OBC for the second JEE Mains attempt. NTA allows category changes only during the correction window of the first attempt. Since you already submitted the first form as General, your category will remain the same for both attempts. You might not get admission into prestigious NITs like Trichy if your JEE Mains score is around 79 percentile, but other NITs, including NIT Agartala, NIT Meghalaya, NIT Raipur, NIT Jalandhar, NIT Durgapur, NIT Goa, NIT Puducherry, etc., do admit applicants with this score.

If your OCI card was issued before March 4, 2021, you can apply for JEE Advanced either as an Indian national (via JEE Main, considered under OPEN category) or as a foreign national (direct registration, competing for 10% supernumerary seats).
If issued on or after March 4, 2021, you must apply as a foreign national, skipping JEE Main but competing for limited supernumerary seats.
