The Odisha Joint Entrance Examination Board will conduct the special OJEE exam 2025 after the completion of the first round of counselling for B.Tech admission through JEE Main. The exam is conducted to fill the vacant seats, if any, after counselling for B.Tech through JEE Main. As OJEE 2025 admission for B.Tech courses is through JEE Main, candidates who do not have JEE Main scores can appear in a special OJEE exam. The separate application form was released for special OJEE after counselling and candidates who qualify for the exam are considered for admission.

If you have received a seat from OJEE B. Tech Counselling Round 2 and you are willing to continue to Round 3 (also referred to as the last/spot round), you have to pay the seat acceptance fee to keep your allotted allotment and get considered for upgradation. If you do not pay the fee, you will cancel your allotted seat and will not get considered to participate in further rounds. So the answer is yes, you need to pay to carry through with upgradation in Round 3.
If you're going for the Special OJEE round and you're from the SC category , a safe rank for getting into a government engineering college would be anything around 1.6 to 1.75 lakh or better . Honestly, even a bit higher than that might still get you a seat—especially in branches like Civil, Mechanical, or Electrical , since they usually have seats left in the special round.
These rounds mostly fill up leftover seats, so if you’re okay with slightly less popular branches, your chances are definitely there. Just make sure to lock your choices smartly and don’t wait till the last minute.

With a rank of 5.3 lakh in JEE Mains, getting a mechanical seat in PMEC Berhampur through normal OJEE counselling is very difficult, especially if you're an out-of-state candidate. OJEE mostly reserves seats for Odisha state students in the earlier rounds, and only a few institutional spot rounds might consider others.
However, if the college has vacant seats in September’s spot/institutional round, and they allow direct admission based on vacant quota, there’s a chance you could be considered. The issue is many Odisha colleges do not allow out-of-state students unless stated clearly by OJEE.

Since you've been allotted Electrical Engineering at IGIT Sarang (4th choice) and your top 3 preferences are at VSSUT Burla which is a more reputed institute with better academics and placements it's wise to choose "Float" and try for a higher option in the next 2 OJEE rounds. If your rank is close to the previous cutoffs of your preferred branches at VSSUT, your chances are decent.
Also, if you're eligible for CSAB counselling (through JEE Main) and interested in getting into NITs, IIITs, or GFTIs, you should participate. It provides another good opportunity, especially if your JEE rank is within range of those institutes' cutoffs.
