being a tamilnadu resident, how much should I score in JEE mains 2021 out of 300 to get into NIT Trichy from OBC creamy layer
If you are obc creamy layer then you will be treated as general as there's reservation only for obc ncl.
This is a bit difficult to predict the marks required in JEE mains to get a seat in NIT trichy as cut off rank keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the jee main examination , number of seats available for the branch you want etc.

Assuming you are from General Category having Tamil Nadu Home State Advantage, you must target securing a Rank of atleast AIR 35000, to confirm your seat in either of Metallurgical, Civil or Production Engineering at NIT Trichy. As far as the Rank is concerned, I believe securing around 97 percentile or 130-140/300, will ensure you keep hold at this Rank.

You need the category certificate during the counselling and admission.so there would be no problem if you dont submit the ews category certificate now during the resgiration or application.it wont ask the hard copy of the certificate but it asks during the jeeadvanced registration.so if you dont have the certiciate from central government i suggest you to apply as soon as possible before the admission takes place otherwise you will be considered as GEN student.

Yes you can appear for jee and neet both. But make sure that you fulfill the eligibility criteria for both the examinations. And also you need to take care to manage your studies of both the examination.

jee main 2021 reduced syllabus does it includes revised portion of both cbse class 11 and 12??
As the syllabus for board exams have been reduced, so as per the latest update, interacting in the webinar, the Education Minister has said that there will be a revised syllabus and the syllabus will be reduced for NEET OR JEE exams similar to cbse board exams.
So, the latest jee mains 2021 exam will be conducted in accordance to reduced syllabus.
The syllabus will be exactly same as that of cbse board syllabus. The chapters that are deleted in cbse will also be deleted for jee mains 2021 exam. So, it will include both the revised syllabus of 11th and 12th class.
