Conditions for Foreign Universities to Set Up in India

A. Eligibility & Entry Conditions:

Foreign Universities setting up in India must rank among the top 500 global rankings (like Times Higher Education or QS rankings). Foreign universities must get the UGC approval, have a campus quality equivalent to their home institution, and ensure that there will be no online courses. Universities can start operations only after two years of UGC approval.

B. Operational Structure

Must be a complete university campus instead of a franchise model. Everything, including academics, faculty, infrastructure, and admissions, should be owned and controlled by the foreign university. Foreign universities can set up more than one campus in India, but with separate UGC approvals.

C. Academic Conditions

The programs offered include undergraduate, postgraduate, and PhD. Full online programs are not permitted (only limited online components of less than 10 per cent). Each new program must receive prior approval of the University Grants Commission.

D. Degree & Legal Structure

It is mandatory for the universities to comply with Indian laws such as FCRA and FEMA. Students get a degree directly from the foreign institution, retaining its original accreditation, and are fully valid & equivalent in India.
