No, as per JEE eligibility criteria for candidates is 12th appearing and next year to that only it doesn't matters whether you give your exams or not only what matters is that you studied in class 12.JEE Advanced allows only one year dropper to sit for the examination. Double droppers are allowed in JEE Mains but not in JEE Advanced.
So you can attempt JEE advance in this year only from the next year which is 2025 yo can attempt only jee mains.

Yes ofcourse you need to score at least 75% overall in their 10+2 exams or be in the top 20 percentile in the 10+2 exams conducted by recognised board. Infact you also have to score more than 75 percent in physics chemistry mathematics to make yourself eligible for NITs,IIITs and CFTIs through CSAB counselling.
