Yes you can obviously give the jee advanced next year after giving the improvement this year and then scoring above the required percentage necessary to take part in the examination.
Giving an improvement exam will help you in preparing for the jee examination as well and also make you prepared for the entrance test so that you can perform well and achieve a good rank in it.
You can further know more about the rules and the regulations regarding the exam and the counselling and then have a good idea of how to prepare for the examination.

There isn't a formal internal upgrade process at IIT Guwahati after all COAP rounds for changing branches.
COAP (Committee on Applied Sciences Programs) is a centralized allotment system ensuring transparency and fairness. Once you have accepted and frozen your seat, it's unlikely to be reopened for internal upgradation.
IIT Guwahati has a specific number of seats allocated for each program. Upgrading you to Geotechnical Engineering might take away a seat from someone who might have preferred it during COAP.
Contact the Department of Civil Engineering at IIT Guwahati. Explain your situation and inquire if there's any exceptional circumstance where an internal transfer might be possible (highly unlikely but worth a try).
While you can't switch branches now, keep these options in mind for the future After completing your B.Tech in Water Resources Engineering, you can pursue an M.Tech in Geotechnical Engineering at IIT Guwahati or other institutes. This would allow you to specialize in Geotechnical Engineering.

You can try new IITs like Gandhinagar,BHU,Jodhpur,Tirupaty,Gandhinagar,Roorkee,Goa etc.
Go through the previous year closing ranks to get an idea where you have chances.
You have to select the branches based on your interest, because each branch is unique.
Understand the basic theme of each branch and decide based on your interest.

These cutoffs are based on no. of students applying for counseling. But the most important thing now is to check if you are eligible to apply for counseling.
According to the official site, the score required to be shortlisted for counseling for SC category should be equal to or more than 400 for communication as well as VLSI course.

To make it into any IITs you have to apply and appear for IITJEE and get a minimum marks. Candidate who wish to persue Btech in IITs should appear and clear IITJEE mains and advanced. If the candidate manages to clear these rounds then he can get into IITs.

as per the previous year cutoff and score you have good chances to get mtech in iit guwahati. however every year cutoff changes so it is difficult to give sureity. and there is also MS programme in iit guwahai which is of 3 years and need lower gate score.
Of course, why would anyone reject an opportunity from any of the IITs. There's nothing better than any IIT for MTech Biotechnology or Bioengineering. Give it a shot once, you should absolutely go for the counseling at IIT Guwahati for biosciences and bioengineering.

I would not suggest you join the college as it would not impart much to your learning. But if you are very curious to have the tag of IIT in your resume, you can go for the same.
In terms of learning, it wouldn't be of much help. It does not have much of a good reputation in terms of the placement too.
