Yes, depending upon your 12th appearing year you can ve eligible for both jee main and advanced next year and eligible for counselling and admission as well , it doesn't matter all even if you don't accept the seat which you have been allotted in the counselling this year.
I am assuming your 12th appearing year as 2021 , if not then do let me know in the comment.

No, you must retake the JEE mains if you wish to sit for the JEE advanced. If you are a dropper, you have the choice of reappearing for either your boards or your jee, or both. However, for jee advanced, jee mains is required. The IITs made this choice to ensure that first-time qualifiers are not disadvantaged.
