Yes, your marks in Plus One (Class 11)  will affect your rank in KEAM, JEE, and potentially CUET (depending on the university) as these exams consider both Class 11 and Class 12 marks for the final ranking in Kerala.

Firstly, I will Like to say you not to get demotivate or not to be in tensed situation about what to do next. You should always have many plans ready to face such situations and JEE is not an easy exam to get cracked at once and get better college but we must not loose hopes. Secondly, answer to your question: Yes, You can get admission with CUET score, but let me tell you that a strong CUET score can significantly increase your chances of getting into top colleges, particularly central universities, as the exam is the primary selection criterion for many programs.

Third, but not the least even if you don't abled to secure good score in CUET as well, then too you can get admission in many private colleges under the management quota. So, I will suggest you not to loose hope and practice as many time as you can, and face the exam with full confidence.

OBC ranks are around 40-50% of the CRL rank. So, if your CRL rank is 17000, your OBC-NCL rank would be approximately 7000 to 8500.

With 85 percentile in JEE Main from OBC-NCL category, CSE program at IIIT is very very challenging

Assuming 27% of candidates are from OBC, then your category rank would be 60000.

For instance, IIIT Hyderabad had a closing rank of 866 for CSE 2024. IIITs often require ranks within top 10000 to 15000.
