Sorry, but you can't do that. If you opted for "accept & upgrade" in the previous round, it means you are obligated to join the allotted college. If you are allotted in round 3, you have to get admission to this college. It's mandatory for you to get admission to this college.

If you accept the seat in Round 1 and choose the "Accept and Upgrade" option, you're eligible for upgradation in Round 2. If you again choose "Accept and Upgrade" in Round 2, you will be eligible for Round 3 upgradation.
However, if you don’t get a better option in Round 3, then you’ll have to join the seat allotted in the last round where you accepted.
You cannot go back to previous rounds or upgrade again after Round 3.
So, yes — joining the last accepted seat becomes compulsory if no upgrade is received further.

If you skip first round completely, you will not be allowed to take part in second round. You need to follow the full process from the beginning.

As you have scored a rank of 37000 in the COMEDK exam, it is not possible to get admission in SDMCET, Dharwad in CSE course in the 2nd or 3rd round.
The closing rank of SDMCET for CSE is around 15,000 - 18,000. So it won't be possible for you to get it at 37,000 rank.
