Sorry, but you can't do that. If you opted for "accept & upgrade" in the previous round, it means you are obligated to join the allotted college. If you are allotted in round 3, you have to get admission to this college. It's mandatory for you to get admission to this college.

If you accept the seat in Round 1 and choose the "Accept and Upgrade" option, you're eligible for upgradation in Round 2. If you again choose "Accept and Upgrade" in Round 2, you will be eligible for Round 3 upgradation.

You cannot go back to previous rounds or upgrade again after Round 3.

No, you cannot directly apply for second round counselling in COMEDK without applying for first round and mock round.
To take part in second round, you must first register, pay counselling fees, and complete document verification during the first round. Only then you become eligible for the next rounds like mock round, round 1 and round 2.
If you skip first round completely, you will not be allowed to take part in second round. You need to follow the full process from the beginning.
So, if you want to go for second round, make sure you have already completed the steps in first round.

As you have scored a rank of 37000 in the COMEDK exam, it is not possible to get admission in SDMCET, Dharwad in CSE course in the 2nd or 3rd round.
The closing rank of SDMCET for CSE is around 15,000 - 18,000. So it won't be possible for you to get it at 37,000 rank.

The "best" college depends on your priorities (e.g., location, specific programs, campus life). BMS College of Engineering (BMSCE) and R V College of Engineering (RVCE) are often cited as top choices in Bangalore you can go for them.
If you're flexible with your branch, consider exploring options like ECE, EEE, or ISE in Tier-1 colleges, which might have higher chances of acceptance than CSE and You can definitely get into Tier-2 colleges for CSE with your rank.
