Till date I have been unable to locate any application form nor template for this VTU eligibility certificate, nor if it's an online / offline process. The site itself seems outdated and many details are from years ago.
Also the term OCI is nt mentioned anywhere. They seem to assume that all PIO/NRI applicants have studied abroad and need to pay Rs. 12k for this certificate even if the kid has studied 12th std CBSE/PUC/ICSE etc in India.
ComedK is blindly insisting on this so called eligibility corticate. It would ofcourse make sense if the kid has actually studied abroad and seeking admission in India.

For the specific eligibility or additional requirement by DBS College , it is always best to refer to the college directly or through its admission helpline.
Comedk exam seats are filled by all india quota only there is no reservation for any caste no benefits is given to students who belongs to the state as there is already a reservation exam KCET is there so the students who are interested in taking admission to caste certificate they should appear for KCET exam.
However reservation is applicable only for 8% of seats which are reserved for students from Hyderabad Karnataka (listed 6 backward districts of Karnataka) region students.
Also, they don't provide fee waiver to any students either for local Karnataka students or other state students like JEE.but there is KCET fee waiver available to poor and meritorious candidates whose family's annual income is less than Rs. 8.00 lakhs.
