IIT are an autonomous public technical and research university located in India. They are governed by the Institutes of Technology Act, 1961 which has declared them as institutions of national importance and lays down their powers, duties, and framework for governance.
Not every IITian leaves the campus with a job offer. A country where a bunch of engineers are graduating every year it's hard for even the top institutions to guarantee 100 per cent placements.

In 2014, 13.6 lakhs students sat for the IIT-JEE exams and only 9,784 seats were available in all the IITs put together. That's an acceptance rate of only 0.7 per cent.
