Earlier JCECE was conducted for students of Jharkhand to get admission in BIT Sindri, but now you have to get admission to BIT Sindri through JEE Mains as jcece is no more conducted.

However for diploma students i.e. polytechnic students jcece is still conducted for lateral entry in 2nd year.

If you forget domicile certificate, just talk to the college authorities and get them aware about your problem. And in most cases you will need to write a application accepting that you will submit in the duration of 8 to 10 days. And get this submitted to the college office. But make sure you submit it in the given time limit.

There is no official announcement of dates from the conducting body. Earlier it was expected to start from first week of August but there is no official call. Yoi should regularly visit the website for getting regular updates.
