Yes, you can get B.Tech admission without JEE. SASTRA mainly considers both JEE Mains scores and 12th board marks in their admission process. Since your IPE score is quite strong, it can work in your favour.

Usually, SASTRA uses a combined merit system where 12th marks and JEE Mains percentiles are balanced. For Mechanical Engineering, the closing scores are generally not as high as branches like CSE or ECE, so your chances look reasonably good.
