Shivam JCECE will be conducted this year in 4th week of May 2019 but not BCECE which is Bihar Combined Engineering Competitive Examination Board which is scrapped and now there will only be a central counselling on the basis of JEE Main 2019 and NEET 2019 for seat allotment

You cannot get IIT through jharkhand combined ie JCECE.IIT admission is only through jee mains followed by jee advanced, anyone who qualifies in both main and advanced is eligible to be sit in IIT. For BIT sindri jcece is enough.Admission in BIT sindri is through jcece.

Brother.. things have been changed now onwards. From 2019 session, a separate examination for engineering won't be conducted by JCECEB. BIT sindri would take admission by Jee mains.. You can refer to the official website of jceceb.
