Yes, one can do B ed without giving entrance examination many colleges here in india allow this also but for the top B ed colleges one has to go through the Entrance Examination due to high competition among the students so for that one has to give entrance examination.

JCECE is a state-level exam for fisheries science, forestry, agricultural, and homeopathic programs administered by the Jharkhand government . The exam is attended by the majority of Jharkhand state universities and colleges, which offer students a variety of science disciplines.
Following the announcement of the JCECE results by the Jharkhand combined entry competitive examination board, students are assigned a rank based on which they are selected. Your CML RANK is good, and if you go below 500 , you will be invited to the first round of counseling. So, except for Bit Sindri, you'll be able to attend every college.

The rank scored by you is quite good and also as you have mentioned that you belong to OBC category which will be very helpful while securing admission but only on the basis of rank telling about the colleges is not that easy as there are many more factors applicable for securing admission such as field in which you are looking for admission and the cutoff criteria and many more but definitely you should try in government colleges and also some good private colleges as you have a positive sign of securing admission only the thing is proper research is required before any decision.

But if you comes under reservation category then the state which domicile you have you will get benefit in that state only for the other state you will be consider a general category. Since last two years JCECE Exam for Engineering Aspirants is not being conducted by Jharkhand Academic Council. Instead, a state merit list is prepared on basis of JEE Main Score for Top State Engineering Colleges in Jharkhand State like BIT Sindri, VBU, BACE, Ranchi University and RVCE Jamshedpur (Kolhan University).
However, a JEECE Exam for B.Tech/B.Sc. in Dairy/Agricultural Technology/Agriculture is still conducted by JCECEB Ranchi for Agricultural Courses in Universities like BAU Ranchi.
