As per your query, it is not important to clear your college if you get better colleges through JEE exam.

Cut off percentile for ews candidate is 66 percentile. So yes you are eligible for jee advanced in this year itself. With above rank you can also try in private engineering colleges. Chance of getting admission in NIT is too low for above mark.
