It can be difficult to decide to take a partial drop, but if you have faith in yourself and are serious about getting into IIT, why not try again? If you make a decision, stick to it; else, you'll constantly wonder why you didn't take a partial drop.
As per your query, it is not important to clear your college if you get better colleges through JEE exam.
Note : Basic eligibility criteria of JEE 2023
JEE Main 2023 will be open to applicants who passed the class 12 or an equivalent exam in 2021, 2022 or who will take the exam in 2023.
To be eligible for JEE Main 2023, the candidates must have earned passing grades in all five of the following subjects: mathematics, physics, chemistry, biology, biotechnology, or any other technical topic.

Cut off percentile for ews candidate is 66 percentile. So yes you are eligible for jee advanced in this year itself. With above rank you can also try in private engineering colleges. Chance of getting admission in NIT is too low for above mark. By improving your score in jee advanced you can get admission in IITs.
