You haven't mentioned if you are studying in Telangana or Andhra Pradesh. Based on the information available on your profile we assume that you belong to Telangana. So in Telangana y ou can get transfer from one university affiliated institute to the same university affiliated institute. Transfer is only applicable on Medical grounds/Transfer of parents serving in the state/central government/closure of college/course in the institute. If the reason is any other than the above mentioned reasons you might not get transfer. Also it is subjected to the seat availability in the institute preferred. Department of Technical Education, Telangana will release the notification for transfer at the end of each academic year. A Candidate can get transfer when he/she is in first year of the course. Now the marks that you obtained is 36-38 marks which is not that high to ensure seat into NIT or IITs. In order to be eligible for atmospheric and oceanic subject course, you need to pass B.Tech. / M.Sc. or equivalent with a CGPA 6.75 with a 60% marks in aggregate for General Category with (a) GATE score of 300 or qualifying score (b) GATE score of 200 or qualifying score whichever is higher for SC / ST / PD category. B.Tech. from IITs with CGPA of 8.00 without GATE are also eligible for admission.

If we go through the analysis of previous year's GATE score Vs College allotment than according to the GATE 2022 score mentioned by you in the query you have very less chances of getting any of the IITs with Chemical Engineering because their cut-offs are somewhere around 550-600+ score for General category so I would recommend you to go with some NITs or some private colleges in states like Andhra Pradesh , Telangana and some others because some private colleges also accept admission on the basis of GATE score.

M.Sc in Chemistry candidates must have minimum 60 percentage of aggregate marks in their present degree from a recognised Board.
For applying jobs like Scientific Officer or Scholar or any other post in which you are eligible which includes research work GATE exam is necessary.
