As you have secured 28.51 and your score is 355 so let me tell you 28.51 is a very low score and you need to score much more better score in order to procure colleges like iit kharagpur, guhawati, kanpur, roorkee,Madras.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

With reference to your above mentioned query, i would like to tell you that No, you wouldn't be getting any extra marks or any kind of reservation in GATE Examination of having a NCC Certificates. there is no reservation of NCC certificate holder in GATE examination. However, NCC certificates are only beneficial in defence field . Reservation is only for sc/st in GATE exam as per government norms.
