Definitely No.
Others state students can't apply for jeece 2018 and hence they can't get admission in these colleges of jharkhad.But there are many other engineering entrance exams that you can apply for like:VITEEE,BITSAT,JEE MAINS,UPSEE,COMEDK,WBJEW....and many more.Just visit their website for more details.

There will be no 3rd round but you can talk to the college authority directly because if they have vacant seats then they would be allowing you to get admission there.

You have nearly very less/no chance of getting good colleges like BIT SINDRI,UCET,RVS College in jharkhand as your rank in jeece is too low.But however you can try for other colleges whose entrance exams you had given.
