NO, the student is not eligible to appear for JEE advance 2023 if he/she has not appeared in JEE advance exam 2021 and 2022. This is because the number of attempts of JEE advance and JEE mains examination starts from the year of passing the class 12th. So, even if you have not appeared for the exam in any of the years, in 2021 and 2022, you are not eligible to give JEE advance exam in 2023.
According to the official notifications, every candidates are allowed to give JEE mains for 3 consecutive times and JEE advance for 2 consecutive times from the year of passing the class 12th. So, if a student has passed the class 12th in 2021, then he/she is eligible for giving JEE mains in 2021, 2022, and 2023 and for jee advance, he/she is eligible to give in 2021 and 2022 only.

It is a bit difficult to predict the qualifying percentile for JEE advance 2022 as it is depends on various factors like:
1- Difficulty level of examination
2- No. of students appeared in exam
3- No. of seats available in institutes
4- Relative marking and many more
but we can get a rough idea of cut off by analyzing previous years trend.
-----As per previous years data the cut off of category is on follows:
Category cut off
OPEN 80-85
OBC 70-75
SC 55-60
ST 35-40
considering these data you have some chances for qualifying JEE mains and to appearing for JEE advance.

With 120 marks you can get a good IIT like Kanpur, Guwahati, Patna. And since you are from OBC category chances are more of getting a seat in the said colleges.

The final rank is calculated by selecting your best attempt out of two. It is not necessary to clear the both cutoff. So you don't have to take tension as you have cleared your cutoff in one of the attempts.
