Yes, you can apply for admission to M.Tech based on your GATE 2021 score however, you shouldn't have used that score previously for admission to M.E/M.Tech or joined in a PSU/any organization based on the score. GATE score is valid for three years from the date of declaration of the result. So you can apply for admission. The admission through PGCET counselling will be conducted separately. Candidates applying based on GATE score may not have to compulsorily appear for PGCET entrance examination. See for ST category the cut-off for GATE 2022 is 18.7 Mechanical Engineering branch and since you have score (-)0.28 marks so definitely you are not eligible for GATE counselling using your GATE 2022 score but as you are in 3rd year of your B.Tech right now so you can appear for GATE 2023 as well in your final year and try to get good score in it.
