There is no separate entrance test for admission into IIST. You can get into the institute based on your JEE Advanced rank only.

To get admission in IIT Bombay in Mechanical domain , you need to get min 592 marks out of 1000 in GATE exam as per last year cut off data base .
But , remember ,, the above cut off can differ each year for some important reasons like Seat matrix , difficulty level of exam , no of students appeared for the exam etc.

It is very difficult to get into a government college at this rank. However, you have the option of going to a private college. You can look for some private colleges like LPU, CU, KIIT, MIT, CMRIT, etc. You can also get admission through the management quota. You can contact the college directly or you can go through counsellors. Management quota is accepted by almost all private engineering colleges.

However, in my opinion, you should take a drop and prepare for next year. Stay consistent and work hard for one year and get into your dream colleges. That will be the best option for you.

Yes, you can definitely participate in the JAM exam after BSC CS.
IIT JAM is a national level examination, that offers admission into the following degree programmes at the IITs and IISC : M.Sc. (four semesters), M.Sc. Ph.D., and M.Sc. Ph.D. dual degree etc. Students that qualify this entrance examination are given admission to the reputed colleges of the country. Admissions are offered to both National and International Students.
The paper is a 3 hour online examination with 60 questions having a total of 100 marks.
There are seven test papers, namely for the following, Biotechnology (BT), Chemistry (CY), Geology (GG), Mathematical Statistics (MS), Biological Sciences (BL), Mathematics (MA) and Physics (PH). The syllabus will be based on the studied graduation topics.
The Basic Eligibility Criteria for the examination are:
1)All candidates should have a Bachelor's degree
2)In the qualifying degree, the total marks without rounding off or CGPA/CPI inclusive of all main subjects, languages and subsidiaries of all years combined) should be at least 55% or 5.5 out of 10 for General/OBC (NCL)/EWS category candidates and 50% or 5.0 out of 10 for SC/ST and PwD category candidates.
If the CGPA is on a different scale, it would be converted to the ten point scale. It is the candidate's responsibility to show proof of meeting the eligibility criteria, which in your case would be the documentation of your BSC CS.
Also, you can appear for GATE exam.

As you have mentioned that you belong to VJ category and that is just applicable in Maharashtra, if you look at National level this category comes under OBC category. Looking at previous year's cut off trends for MBBS, candidates from OBC category required minimum 500-530+ marks in NEET to get a government seat. With the score you have mentioned it can be difficult for you to get admission in government college. However you can try in semi government or private colleges for MBBS. YES, you are eligible for appearing for GATE exam to pursue M.E. in IIT even at the age of 40 years. This is because there is no age bar set to apply for the exam i.e. there is no maximum or minimum age limit to appear GATE Exam . So, students can appear as many GATE Papers as they want.
