According to the category rank you have mentioned in the question you can get top NITs like NIT Jamshedpur, NIT Uttarakhand, NIT Jaipur as per previous year's cut-offs which you can check from the link given below :-

The NTA score you got is your percentile marks. It is very difficult for you to get chance in NIT.

The cutoff to appear in JEE Advanced 2020 is 50.1760245 for SC category. As your percentile score is 30.38, you are not eligible to sit for JEE Advanced 2020.

Hello,

As per the guidelines, you are eligible for JEE Advanced exam only you are among the 2,24,000 rank holders and you have passed 12th with any percentage. The percentage of 12th standard does not matter anymore to appear for JEE Advanced.

As the cut-offs are released along with the JEE-Main 2021 result so now it is clear that at what percentile the candidate is eligible for JEE-Advance 2021. As per the NTA, qualifying cut-offs goes like :-
