The cee seats and admissions are considered eligible through the marks obtained in the cee exam.
The cutoff marks for the general category student for the top reputed colleges is 106
For backward category's it is 97
For scheduled caste and tribe it is 94 and 95
Although, These are the minimum cutoff marks required to get the admissions into the colleges is that, you have got more that but due to your negative marks in the maths, you may not be able to get the admission, please contact the admissions branch for more details

As you have secured 1056 rank in CEE 2019 so it's a bit difficult for you to makeoma to AEC, because generally AEC has a high cutoff score required for admission.
But definitely you do have chances to get a seat in JEC.
So, I would advice you to go for the counseling process and look for the college which suits you best

Definitely you can. According to you, your age is now 20+ & according to CEE eligibility criteria - The candidates have to be between 17 to 21 years old as of August 1, 2019. For SC/ST candidates, 3 years relaxation is provided in upper age limit. Candidates applying for BSc can apply till the age of 22 years.
So you are eligible.
