It is difficult to say as the University does not divulge the marks. They normally give ranks so anything around 1200 or less should fetch you a seat for sure.

UPESEAT syllabus is the same as that of class XI & XII of CBSE board for Mathematics, Physics and Chemistry. There will be 50 questions each in Mathematics, Physics and Chemistry section, 30 questions in English Language Comprehension section and 20 questions in Current Affairs Awareness section in UPESEAT question paper.

The syllabus of UPESEAT 2018 will have the same syllabus as that of class XI & XII of CBSE board for Mathematics, Physics and Chemistry. Candidates must follow the UPESEAT syllabus 2018 to prepare for the entrance exam. There will be 50 questions each in Mathematics, Physics and Chemistry section, 30 questions in English Language Comprehension section and 20 questions in Current Affairs Awareness section.

UPES is the University and it conducts UPESEAT which is the entrance exam for B.Tech courses. Check details here https://engineering.careers360.com/articles/upeseat
There is no special quota in UPES for Uttarakhand students as far as my knowledge goes. The cutoff ranks for UPESEAT are not announced by the university. However the university exam is pretty moderate as per reports so if you get a good rank, you should get CS.
