Hi ! No you can't get IISER or IIST with this rank. To get IIST you must acquire a rank between 8000. And to get IIST you must have rank between 4000-6000. So you will not get any of those two colleges and if your luck is not too good

Druv just review your application properly if it is not showing obc certificate in attachment then you can make changes in the form and attach it again, after submission of form there is a chance to make changes. If this doesn't work tell your problem to the helpline no. given

You should make the final payment and get the reciept so that you can upload the certificate later. I will suggest you to focus on the examination so that you can clear it with a good rank and marks. The category dependency will come after that.

Sorry, you are not eligible for any colleges that accepts JEE MAINS result as you have scored only 60% in 12th. To be eligible for colleges that accepts JEE MAINS you must have atleast 75% or above for general and obc category and 65% for SC/ST category.

If you want to give your examination with obc category then you will have to upload your category certificate, otherwise you will not be able to register for the JEE advance examination. 

You will not be able to proceed further unless you upload the certificate.
