A rank below 5000 in JEE Advanced will not get a CSE branch unless the candidate is from some category. I believe that as long as the new IIT has a good connectivity and some sort of permanent infrastructure, it should always be preferred over any NIT/BITS except BITS Pilani

If you donot have EWS certificate then don't upload it , do the registration and give your JEE advanced examination. If you fail to upload or produce the certificate then you can get the seat from general category, so score well and try to get a good college.

There is no PREP rank in IIT  or in JEE advance 

There  it is done as the improvement of SC/ST candidates who are unable to qualify in competative exam and there are generally 30-40 seats available for the PREP course and the duration is for 1 year and

According to previous year opening and closing rank given in the josaa website it is very difficult for you to get admission in IIT Roorkee(Mechanical Engineering) based on your rank.
