75%+ marks in class 12 board or be in top 20 percentile of your board.  So of you do not fulfill this criteria than you may not be eligible for taking admission despite of getting good rank in jee

You didn't mention your category?. Considering yourself as general category.Based on previous year cut-offs it is difficult for you to get into IITs with your rank. Based on previous years cut-off you can get B.Arch branch in IIT Kharagpur, Roorkee with your rank.

For undergraduate level, indian institutes of technology do not offer petroleum engineering as a course. You will have to take up chemical engineering and then pursue petroleum engineering in your post graduate. iitm and iitb definately offer them in PG. All the best
