First off all let me get aware you about the Prepatory rank. It means that if some seats in the SC, ST, PWD category remains vacant after the counselling, then it will be alloted to the candidates of the respective categories as for admission to a prepatory course
You can surely get a seat in IIT but it might be the case that you won't get branch of your choice too. But since you areva privileged category so just wait for the counseling sessions. However if you choose to go NIT with this rank you would surely get

JEE Mains is conducted twice an year(Jan and April) and Advanced is conducted once.If you qualify JEE Mains , then you are eligible to write JEE Advanced in that year only.
Therefore, no. If you want to take JEE Advanced 2020, then you have to clear JEE Mains
She has very less chance of getting into IITs, and that too no chance of getting electrical branch. As a general candidate one should have a rank of below 10,000 to get into IITs. Better go for NITs.
