can i get seat in any gfts or iiits in cse branch with an obc category rank 35k

If you are confident that your percentage will increase with re-evaluation at upto 65% and above (since you fall in SC category, as you mentioned) , yes you can go for the re-eval. This will create high chances for you for the jee advanced attempting round.

High probability that you will get the seat through the first allotment itself, since you mentiond your 3rd in the rank list of allotment. Still you can try for the remaining cap seat allotment rounds if you do not get through the first round.

you can go online and check the rank cut-off of previous years for the colleges of your choice. you can go for JOSAA seat allotment service if you want to avail a seat in the reputed institutes, as per your category facilities. You can also check for institutes providing degree apart from B.Tech/B.E in specific domains and apply there.
