I take it that you are asking about the procedure for re-evaluation of the GATE 2019 result. As per my knowledge the re-evaluation or recheck option is not available for GATE exam. You have to suffice with the score that you have obtained.

Not the topmost iits but you can get into one depending on vacancies but i hope that you will land in a good college whether it may be an IIT or NIT or any other good university.
