Yes if your interested to join that college then  you have to pay challen to hold that college or Else you may loose seat because in second counselling if you get better then before college then you can  join (o r) if you fail to get good college in second counselling then you have option to join 1st counseling college if you paid challen for 1st counseling college 

 If you what to hold the seat then you have to pay challen or else it's not complesary to pay just you loose ur first counselling seat if you are not paid

Now you can check further results or any upgradation in the same online portal displaying your status. And after the counseling process ends, you can get admission into the college by providing necessary documents and counseling fee proof.

You can go to the official SITE of the authority ehich conduct the counselling or where you filled the list of the college you are interested, on basis of ths they filter your choice and gives you appropriate college. Hope this will work.

As per your rank in CG PET , you are unlikely to get admission in some of the top notch colleges. However , there are total number of 3 rounds of counselling and you may get a good collge in the 2nd or 3rd round of counselling. The cutoffs for branches also differs from college to college. Below I have listed some of the colleges where you could get your choice of branch. Also, along with that I have listed the branch wise cutoff for SC category - 

• Bhilai Institute of Technology : Electrical Engineering - 10476
• Rungta College of Engineering & Technology : Civil Engineering - 18750
• Shri Shankaracharya Technical Campus : Civil Engineering - 18572
• Vishwavidyalaya Engineering College : Civil Engineering - 16484

Note : The above mentioned cutoff is 2018 cutoff for round 1.

yes dear you may get it because of previous year cutoff but as you know competition increasing every year might be cutoff slightly vary but you can get it don't worry about it or you can visit online sources or official websites of college you get to know about the cutoff.

To participate in CG PET 2019 Counselling, all the candidates will have to register into their official site by providing few necessary details required for the Counselling and Admission to various Colleges under CGPET Counselling. Then the candidates will have to fill their choice of colleges and courses in order of their preference. Further, candidates will be required to visit for the Document Verification Centre at the centres within the given amount of time. The seats will be allotted after CG PET Counselling 2019 on the basis of merit, choice filling and availability of the seats. Also, candidates who will be allotted seats through the CGPET Counselling 2019 will have to report to CG PET participating institutes and confirm their admission.

So the entire process takes around a month for the successful completion of the procedure. It cannot be determined as it changes from year to year based on the changes in that year.

If after document verifcation of first round, seat allotment result will come and if you secured a seat then no need to go for second round. But if you are not satisfied with your first round result then you have to proceed for round 2 choice filling followed by document verification.
