The cee seats and admissions are considered eligible through the marks obtained in the cee exam.
The cutoff marks for the general category student for the top reputed colleges is 106
For backward category's it is 97
For scheduled caste and tribe it is 94 and 95
These are the minimum cutoff marks required to get the admissions into the colleges, as you got less than that you can't get the admissions into any government college

Cee is a common entrance examination which allows students who are qualified in it into the undergraduate courses of government colleges.
To be eligible for the cee counselling 2 round, based on your category you have to need marks. By your marks, it will be calculated that you're qualified or not.
For general category qualification marks are between 77 to 70
Obc is 76 to 70
Sc is 61 to 57
St is 41 to 49
Through these marks, you can find out you're eligible or not for the counseling

I am really sorry but you can't participate in JEE mains counseling as you don't fulfil the basic eligibility criteria. please search for other alternatives.
P.S: I couldn't help noticing that you scored 61% in everything. Quite a rare confidence.
The previous year cutoff for ST category in the exam was around 40 marks but the cutoff for 2017 and 2016 was more than 69 marks. If thid years cutoff remain low as previous year then you might get government college otherwise you'll have the option of private colleges only.

It's good if you want to become a Software Expert.
