RGS .. it is for regular coursesGATE /GPAT candidates are eligible for AICTE scholarship
RGN : it is the other fee type in which candidates are not eligible for the AICTE scholarship..

As you mention your rank as a 71 in appgecet in EC paper and also your category as OC ....as your category is OC there will some difficulties to get top colleges as your category also play important role.... but may you also get these colleges if you wait till last counselling...
but there are other top colleges which you can get easily with your rank ..

You can do the payment online via NetBanking, Card, RTGS, NEFT or draft and post it to the college. For online payment visit the college website for the bank details etc. You can also mail them regarding the same.

I would like to inform you that this is the only way a counselling works, if you don't get a college in the first round you will have to opt for the second round and wait until you get a college of your choice.

Hey! The AP PGECET 2019 exam was conducted from May 2 to 4 by Andhra University on behalf of Andhra Pradesh State Council of Higher Education (APSCHE) in online mode. The option entry process of AP PGECET 2019 counselling for the registered candidates (GATE/GPAT) has started. Candidates will be able to fill their options till August 21, 2019. For AP PGECET 2019 qualified candidates, the payment process will commence from August 22. Hope this may help you.
AP PGECET is conducted by Andhra University, Visakhapatnam on behalf of APSCHE for admission to ME/ M.Tech/ M.Pharm programs. Candidates with valid GATE/GPAT scores do not have to appear for AP PGECET. You can use the below link to predict your college based on your marks. Hope this may help you.

Yes, EWS certificate is a must if you have applied for EWS and selected in EWS quota. You have to get it verified first, and then take a xerox and verify it along with the original certificate. Then you have to check and submit it during counselling to count no of nodes and seat availability. So if you are reserved, then it is a compulsory to verify the EWS Certificate.

The certificate verification for AP PGECET candidates is going to start from the 26th of August. Different dates and times are given for different streams. All the candidates who have got their certificates verified can start exercising options from 26th August to 3rd September. The allotment will be placed on the 5th of September, after 6 pm.
