Yes the JEE mains exam is used to join the B-Tech in second year for Diploma students but it's mostly given by students who want admission in IITs , NiTs or GFTIs . If you are seeking for such colleges as you have mentioned you got good rank then you can apply in this type of colleges . But most of the Engineering college's in India whether it's B.E. or B.Tech provide direct second year admission for the students you have completed diploma. So it doesn't matter whether you give JEE mains or not .

As per Telangna Fee Reimbursement guidelines under post matric scholarship up to 5000 rank.
AP post matric scholarship , Fee Reimbursement to polytechnic, ITI and degree and above level. .
According to this TS Govt G.O / Memo
1. Fee reimbursement will be applicable for students who secured below 5000 rank.
2. SC/ST,BC category candidates can avail fee reimbursement irrespective of their rank.
3. Those students who studied in residential colleges, who studied under cotporate college scheme where these colleges functions under welfare society or department, they are eligible to fee reimbursement.
4. The students who got rank above 5000 can avail only upto 35,000 RS irrespective of their college fee
5. Only local students of Telangana are only accepted for fee reimbursement.
6. The parents should nit be govt employee.

It is difficult for you to get admission to Bapatla Engineering College for the rank. The candidate must have a rank of under 1000. There might be some variation in it.

But cut offs tend to change every year based on your various factors
