Yes you can get category 2 or 3 in vit Chennai. Amaravati have low chance I think category 2 you will get amaravati

Also, the cut-off trends is unpredictable and changes every year based on the number of students attempting the exam, difficulty level of the exam, number of seats available, etc. With a rank of 16000, you can secure a IT seat in Vellore campus in 2nd or 3rd category as the cut-off was 12000 in the year 2016 and 17000 in 2015. Just apply to their counselling process and get to know the exact category as its really hard to predict this year's cut-off.

According to previous year cutoffs you have chance of getting cse in vit campus. But the cutoff may vary from year to year.
It depends on a lot of factors such as no of students, Seat availability, difficulty level of paper and more.But you have chance in either category1 or mostly in category 2.

I want to inform you that CSE is one of the most admired course by the aspirants , and VIT Vellore is one of the premier institution , so you have to score high to get Admission in CSE , with a rank under 5k has a possibility of getting CSE, but you also have a chance because VIT offers Admission through different categories.

First of all I would like to congratulate you for successfully completing your VITEEE exam. When it comes to VIT AP and VIT Bhopal, these two campuses are established recently and seats can be secured very easily in these campuses. So, a seat in Category 1 or Category 2 will easily be available. The category 1 is 1.9 Lakhs tution fees per annum and category 2 is 2.5 Lakhs tution fees per annum. The difference is only in the tuition fees whereas the hostel and mess fees is same for all categories.
VIT AP offers many specialisations in CSE branch such as Artificial Intelligence, Networking and Security, Data Analytics, Robotics, Business Systems. These courses are future ready and have high placement opportunities. You can opt for the one you like from these specialisations.

It is difficult to predict because cut-offs varies every year. You might have chances of getting Computer Science Engineering branch in VIT Vellore in Category 2 or 3 for your VITEEE Rank based on previous year's cut-offs.
But you also have chances of getting other branches like Electronics and Communication Engineering, Electrical and Electronics Engineering, Mechanical Engineering, Civil Engineering, Biomedical Engineering, Chemical Engineering, Biotechnology Production and Industrial Engineering etc in VIT Vellore Campus.
The cutoffs varies from year to year and branch to branch and campus to campus. The cut-offs depends on many factors like number of students appeared in the exam, difficulty level of the exam, number of seats available, category, branches etc.

Unfortunately, given the previous years' cut-off trends, you may not be able to get a CSE seat at VIT Vellore. But you could give VIT Bhopal and VIT AP a try as well. As these are newer institutes, their cut-offs are not as high as those of VIT Vellore and VIT Chennai.
