You will have to pay non-refundable fee of 5900/- in the portal (counselling). It has to be paid within the due date specified.
Choice filling -
you have to fill choice of campus, course online mode. It ha to be done in the order of preference. Fill more than 25 choices to get an allotments.
Seat allotment -
your seat is alloted based on your rank VITEEE2021 and also availability of seats. Declared in online.
Admission confirmation -
You will have to pay part of fee for the confirmation of seat or you can pay full fee if you will fail to pay it'll leads to cancellation of admission.

For your VITEEE Rank you have chances of getting decent branches in Vellore Institute of Technology based on previous year's cut-offs. I would suggest you either to go for upgradation for your required seat or you can sit for category-2. Other than this, if you specifically want CSE in your interested stream, you can try for VIT Chennai or any other campus (but it will not be worth).
If you still do not get your desired seat after upgradation, I would suggest you to look for any other college.

You can try for upgradation and also can sit for category -2 to get your desired branch. And their are decent chances that you might easily get Information Technology followed by Electrical and Electronics or ECE. But if you specifically want CSE, then I would suggest you to either go for other campus or apply in other college if you do not get CSE even after upgradation.
I don't think this branch has good placement I would request u take cse bioinformatics
