If you talking about the JEE then official key has released you can check it out at the official website of jee mains.

after the results are out you are allowed take nearest councelling center

Candidates will be allotted seat based on their rank secured in VITEEE, during the counselling session. At the VIT counselling center, candidates will be able to find out the availability of seats for different branches in different participating institutes.

As you displayed your respective scores in PCM by calculting and taking average of your score it is about 58.3% in pcm which is less than 60%. Hence you are not elegible for VITEEE counselling eventhough your rank is in under 1 lakh that will not play any role if your pcm percent is less than 60 from any respective board.

For VIt you can attend the counceling anywhere to get admission in any campus.

That how the councelling worked for past years, dont know about this time.

but by givig an application you can surely get admission in any of the campus.

 VITEEE never provides total mark scored by the student in the result. VITEEE result only provides your rank in the exam.

So, mark vs. rank is unpredictable for VITEEE. 

while closing Rank for civil previoulsy was 35k in the year 2016 for vellore campus

while comes to chennai was 40k rank

you need get prety wel to be on safer side
