From my unerstanding, TOC at NIOS is for students who have failed in atleast one subject and would like to transfer cresits of other subjects (maxmum two) which are included in NIOS scheme of studies. You might have got that message becuse you have qualified in all subjects
To appear for couselling in NITs, you need to take JEE Main paper 2 if you want to get admission into B-Arch. NITs don't accept only NATA score, JEE paper is compulsory.
No. NITs don't accept only NATA scores. NITs take admission through JoSAA for which JEE exam is compulsory. If you are aiming for B-Arch admssions, then you have to write Paper 2 in JEE Main.

According to the NATA-2019 notification, any student who have passed or appearing in 10+2 exam must have scored 50% in Physics, 50% in Maths, 50% in Chemistry and also 50% in aggregate.

NITs take admission through JEE Main exam (paper 2 if you are looking for B-Arch admissions). They don't accept only NATA scores. As far as other government colleges go, there are colleges that accept NATA scores:
Indian Institue of Engineering Science and Technology, Shibpur
Jadavpur University, Kolkata
Andhra University College
NATA and JEE MAINS have got no connection. NATA is a test for students wanting to persue architecture as their career while JEE is for engineering and B.sc students. If you want to have a career in architecture and you have scored well in NATA you will obviously get admission
