These are competitive exams which consider higher secondary marks as an eligibility factor to appear for the exam . Only NATA declares result on the basis of your HSC(50%) and NATA exam (50%) .
Yes you can use the CIS HSC marks in your application form .
What do you mean by license? Please clarify. There is nothing like this in regards to Coa. Elaborate more with tags so that we might get what you wish to ask. CoA stands for Council of Architecture. So Getting a license doesn't mean anything here. Be clear

Since minimum cutoff for nata is 80/200 so based on your marks you can get admission but it totally depends on the college because every college has their own eligibility criteria which you need to fulfill and based on applications they receive and number of seats allocated they create
If you have scored 72 in the second round of NATA that is NATA July then there is no chance of admission into any good architecture colleges. I am sorry to say this but even after scoring 72 in 1st NATA you would not mhave been able to get
