NATA do not hold any counselling process, the state University participating in NATA or accepts NATA holds their separate counselling process. There are around/more than 400 colleges participating in the process. I would suggest you to go on the website of the college you prefer to take admission in

No. You would need WBJEE rank alongside NATA for the counselling. Only then can you opt for your preference in B.Arch. If you are an NRI you probably can't apply for NATA .Because for Nata you have to given exam from the resoective centre
Coming to your domicile certificate.
If you are already presiding in a state from the time of your birth and haven't moved from that place
