With 102 marks in JEE 2019, what would be the apx percentile and rank with Gen category ? Would I be eligible for JEE advance ?

You possible rank is around 53k-60k with this rank you wouldn't be able to get NITs or IIITs as for that you need a rank below 25k but you could get admission into other private colleges affiliated to JEE Mains so I would suggest you to either settle for them

Congratulations on scoring good in the JEE advanced,  129 is a good score,  but it isn't enough to get you a seat in IIT Bombay because IIT bombay is the countr's biggest engineering college. It is impossible to get a seat in IIT at such marks

if i get jee main cutoff in jee main january attempt but cant get cutoff in april attempt 2019 then can i allow foe jee advanced 2019??

The best of the two will be considered. Since you have qualified in january, you will be allowed to appear for jee advanced.

Hello aspirant.

If you don't qualify JEE mains examination  in January ,but you qualify in JEE mains examination in April you are eligible to write JEE ADVANCED examination. NTA (National testing academy) will consider best of two exams, it will ignore lower score .

Hello aspirant.

You haven't mentioned your category , it would to be easier if you have mentioned category. 

Official qualifying marks will be declared once the result is announced.

Considering last few years qualifying marks , for general category in 2018 qualifying marks were 74,in 2017 it was 81 ,

Wher can I get top 20 percentile of up board 2019 I need it recently please answer.

Hii 

The top 20 percentile cutoff, you will get from your respective board at now. And you may get it jee mains site during counselling. Last year cutoff was 355 for general. So this year too it may be similar if level of paper was similar.
