If you do not have OBC - NCL Certificate, you can submit the Declaration by the Candidate in Lieu of OBC-NCL Certificate. 

The Declaration will allow you to submit the Certificate by June 5.

The Declaration is available on the second page of OBC-NCL Certificate Format available

If the registration process is not yet closed then you can change it .Try for logging again in the account and try to upload the correct document.

If this doesn't work then wait for few day the authority will announce form correction date.

No, you can't be qualified.If you are a NEET-UG student then you need All India Rank 12000 not sc ranking and for JEE student then you need All India Rank 8000 not sc  ranking. Previous year 2018 cutoff All India Rank for spot round was 16000 to 40000 not sc

According to your percentile in jee mains you are not eligible to give jee advanced in general category as the cutoff percentile for general category is 89.7 but if you belong to obc category then you are eligible.
