there is no resevation policy for domicile candidate for any state in iits.

however there are vacancy for sc/ st/obc candidates asper the norm, from this year there is a new reservation called ews for economically backward class candidates whose annual income is less than 8 lakhs.

Your preparatory rank is a bit too much and you will not be able to get admitted to the preparatory course in iit Madras. Your rank will not hand you a seat in any IIT in preparatory course. You can check it on the official advance brochure from the official

This is a tragedy that you have done. Try contacting them first by sending an email to them but don't wait for them to reply and try their other contacts such as fax and phone numbers provided on their site.
