No, You can't do like that.

You won't be able to register as the website will be closed by the board after the deadline.

If you want to take the exam then find out what error you are making while giving your name

As per the JEE Advanced eligibility criteria,you are eligible for attempting JEE Advanced in successive years totalling to two attempts

As you have given your 12th in 2019,you can attempt JEE Advanced in 2020

According to your rank in ews category that is 3000, yes you can get iiser.  You can get admission in IISER Mohali, IISER bhopal , IISER pune etc.. counselling for JEE is going to start after 25th June,  so fill your choice of seat before that and appear
