I am sorry to say, but with this rank of 17000 no one can get a seat in IITs. Since, JEE Advance is conducted only for admission in IITs ,one cannot use this rank to get a seat elsewhere. So basically you cannot get a seat in IITs
Sorry you can't be able to get admission in any IIT with this rank in OBC category. If you want to get admission in any IIT then you have to get atleast 3500 rank in OBC category.
So you will have very few changes to get admission in iit.

As far as the closing ranks based on JEE ADVANCED 2018 is taken into the consideration, getting a seat in any of the IITs at an All India Rank of 6854 seems improbable from the hindsight. However, you can wait for the spot rounds, if happens.

First of all, NITs don't take admission through JEE ADVANCED. They consider JEE Mains. So you cannot get an NIT through JEE Advanced All India Rank.
Secondly, if you talk about GENERAL CATEGORY closing ranks, getting an IIT for AIR of 17k is improbable. Hope that answers

Sorry to dissapoint you by saying you that you have very low chances for getting any seat in any of IITs for your rank. You may prepare for next year or settle with some good NITs.
